    Yes, when the specification is sufficiently clear and the candidates are willing to quote.

  3. Can you negotiate?
    Yes, within the parameters agreed with you.

  4. Can you visit the factory?
    Yes, as a separate or included workstream. A visit can document the operation and questions but is not a certified audit unless an appropriate auditor is engaged.

  5. Do you work under NDA?
    An NDA can be arranged before confidential specifications are shared.
